This pulley is a part of the rigging on a fishing boat docked at the Comox Marina in Comox, British Columbia. Comox is a small town on the southern part of the Comox Peninsula on the east coast of Vancouver Island. I have converted the image to black and white to emphasize the different textures in the image.
